Apple Intelligence Integrates Alibaba's Qwen Model, Open Testing Starts November 4
nashnova research
Apple will integrate Alibaba's Tongyi Qwen into Apple Intelligence for mainland China, launching with the iOS 27.3 developer beta on November 4 and rolling out to all users in December — marking the shift from regulatory negotiation to product delivery.
What can Apple Intelligence actually do in China now?
The first release covers real-time translation, photo cleanup, writing tools, and Genmoji — every core feature announced at WWDC 2024.
Routine tasks run on iPhone's on-device model — a compact AI that processes data locally on the phone's chip. Complex queries call Qwen's cloud model.
Siri can tap Qwen's knowledge base directly; users can also trigger "Ask Qwen" visual intelligence via the camera.
"Compose with Qwen" generates text or images from scratch; Baidu's Ernie also contributes search and visual-recognition capabilities.
How is user privacy protected?
Qwen features use an opt-in model — nothing activates unless the user chooses it.
Every request, document, or image sent to Qwen requires explicit user confirmation.
Alibaba has committed that user requests and generated responses will not be used for model training.
How did they clear the regulators?
China's MIIT published iPhone network-access permits in October showing Apple's on-device model has completed regulatory filing; Alibaba's Tongyi Qwen and Tongyi Wanxiang are also on the filing list.
This means → both sides have aligned on data-security and generative-AI rules, clearing the key regulatory barrier for system-level AI deployment.
In plain terms = it is not Apple self-certifying compliance — the regulator's own filing register now carries these models by name.
Which devices qualify — and which don't?
Supported at launch: iPhone 15 Pro series, iPhone 16 series and later, plus iPhone Air and iPhone Duo.
iPad and Mac are not yet supported; their approval timelines remain unresolved.
The hard floor is 8 GB of RAM and 7 GB of local storage — the standard iPhone 15 and older models cannot gain the capability through a software update.
This means → near-term adoption is capped by the hardware ceiling of the installed base, not the pace of software updates.
Why are the advanced features still missing?
The next-generation Apple Intelligence and Siri AI features unveiled at WWDC 2026 are withheld from mainland China, pending regulatory approval.
From its first reveal in June 2024 to this launch, Apple Intelligence took over two years to reach China.
This reflects Apple's core long-term challenge: accelerating a more complete AI ecosystem for Chinese users within the compliance framework — the basic-feature launch is only step one; the approval cadence for advanced features will determine whether the experience gap narrows.
