What is a QDII license, and what can you do with it?

QDII — Qualified Domestic Institutional Investor — is essentially a passport for capital to leave China. A licensed firm can raise money onshore and invest it in overseas securities.
BlackRock must complete preparatory work and pass an on-site inspection by the CSRC within six months before it can officially launch the business.
In plain terms = getting approved is not the same as selling products tomorrow; there is a six-month readiness window first.

Why does the "first" tag matter?

JPMorgan, Manulife, and Morgan Stanley's fund units already hold QDII licenses — but they earned those licenses during a joint-venture phase and retained them after converting to wholly foreign-owned status.
BlackRock is different: it was approved directly as a wholly foreign-owned manager, with no joint-venture stepping stone.
