China Plans to Issue USD and Offshore Yuan Sovereign Bonds This Month
nashnova research
China's Ministry of Finance is in talks with investment banks to sell dollar and offshore-yuan sovereign bonds as early as this month, Bloomberg reports — the first dollar sovereign issue since November 2024 and a further push to widen offshore funding channels.
What exactly is being planned?
The Ministry of Finance is considering issuing sovereign bonds in two currencies — US dollars and offshore renminbi — as early as this month, and has begun talks with several investment banks.
Sources say discussions are ongoing and details may change. This means → the direction is set, but timing and size are not locked in.
If it goes ahead, it will be China's first dollar sovereign bond since November 2024.
What happened last time China sold dollar bonds?
In November 2024 China raised $4 billion; half the notes were priced flat to US Treasuries — zero spread.
In plain terms = investors lent to China at the same rate as to the US government, even though rating agencies rank US sovereign credit higher than China's.
This reflects a market pricing of China's creditworthiness that is more favourable than the agencies' on-paper ratings suggest.
How busy has China's offshore issuance been this year?
May: RMB 6 billion offshore sovereign green bond in Hong Kong — oversubscribed more than 10 times.
June: €5 billion euro-denominated bond sale. August: another RMB 6 billion bond in Macau.
This means → including the planned dollar-and-yuan deal, China will have tapped four major offshore currencies this year — Hong Kong dollar, euro, renminbi, and US dollar — at a notably faster pace.
Why issue offshore debt this frequently?
China has sold dollar sovereign bonds roughly every year since 2017, pausing only during 2022–2023.
The recent acceleration serves two goals: deepening ties with international investors and advancing renminbi internationalisation.
In plain terms = sovereign bonds are a country's calling card in global capital markets — the more often they appear and the more currencies they cover, the more familiar international funds become with renminbi assets and the more mature the trading infrastructure grows.
