China's Central Bank Plans to Replace 7-Day Rate with Overnight Rate as Key Policy Benchmark
nashnova research
PBOC Governor Pan Gongsheng said the central bank will study switching its main policy rate anchor from the 7-day reverse repo to overnight, making the overnight repo rate DR001 the new benchmark. This means China's monetary framework is moving toward the overnight-rate model used by the Fed and ECB, reshaping short-end funding dynamics.
What exactly is the PBOC changing?
The current policy rate anchor is the 7-day reverse repo rate (now 1.4%). The PBOC uses it to signal its monetary stance.
Pan proposed switching the main open-market operation tenor to overnight "at an appropriate time." The overnight reverse repo rate would then replace the 7-day rate as the primary policy rate.
In plain terms = the PBOC's "baton" moves from a one-week price to a one-day price — shorter, more direct.
Why switch to overnight?
Overnight repo — borrowing funds for just one day — is the highest-volume instrument in China's interbank money market. Its rate, DR001, already serves as the PBOC's de facto target rate.
This means → the operation tenor and the target rate are currently misaligned: the PBOC conducts 7-day operations, but the market watches the overnight price. Aligning the two makes policy signals more precise.
The move matches international practice: both the Fed and the ECB anchor policy to overnight rates.
How did the market react?
Markets were calm: the overnight repo rate held at 1.26%, offshore yuan edged up 0.1% to 6.6813 per dollar.
10-year and 30-year government bond yields printed 1.64% and 2.06% respectively, with limited movement.
This reflects prior positioning — since October, overnight borrowing costs have fallen below 1.3%, the lowest since May, widening the spread to the 7-day rate at 1.4%. Analysts say the market has already been pricing in the switch.
When will the switch happen?
The formal timing is not yet set. Pan's wording was "study at an appropriate time."
But since June this year the PBOC has added overnight operations to its toolkit, conducting them monthly with rising frequency and scale.
This means → the conditions are gradually falling into place. The key signal to watch is the tenor mix of open-market operations — the higher the overnight share, the closer the formal switch.
