Chinese State-Owned Enterprises Accelerate U.S. Soybean Purchases, Exceeding 1.3 Million Tons This Week
nashnova research
Chinese state-owned enterprises booked at least 20 cargoes of US soybeans this week — roughly 1.3 million tonnes — extending a buying spree that began after the late-September summit. This means → Beijing is using state firms to absorb tariff costs and meet its purchase pledges, even though soybeans remain excluded from the tariff-cut list.
How much was bought, and from where?
State firms booked at least 20 cargoes from US Gulf and Pacific Northwest ports, according to Bloomberg, citing people familiar with the matter. Shipments are scheduled for December through March.
The USDA confirmed 800,000 tonnes sold to China this week — about 12 cargoes — for the 2026–27 marketing year.
A further 283,450 tonnes were reported sold to "unknown destinations," some of which may ultimately head to China. This means → the actual volume could exceed the confirmed 1.3 million tonnes.
Soybeans aren't on the tariff-cut list — so why keep buying?
The post-summit tariff-reduction package covers wheat, corn, and other US farm goods, but soybeans are still excluded.
US soybeans entering China still face roughly a 13% tariff. In plain terms = at that rate, commercial buyers can barely break even — only state firms can absorb the cost.
This reflects Beijing's sequencing: lock in volume through state-funded purchases now, and leave the tariff negotiation for later.
Can the 25-million-tonne pledge be met?
China previously committed to buying at least 25 million tonnes of US soybeans annually through 2028. This week's purchases are a concrete step toward that target.
Yet 1.3 million tonnes is only about 5% of the annual goal. Whether the pace holds depends on two variables: how long state-firm budgets last, and whether soybeans eventually make the tariff-cut list.
This means → the soybean tariff question is both a trade issue and a signal: when commercial buyers can re-enter the market will directly reflect the real temperature of US-China trade relations.
