Europe Seeks to Bypass U.S. Frontier AI Model Restrictions

Macron will push for European access to US frontier AI models at the G7, after Washington ordered Anthropic to block all foreigners from Fable 5 and Mythos 5 on national-security grounds — forcing Europe to confront its dependence on American AI.
What exactly did the US ban?
Last week Washington ordered Anthropic: no foreign person, anywhere, may access Fable 5 or Mythos 5 without Commerce Department approval.
The stated reason is national security. Anthropic then shut down all external access to both models.
This means → the ban is not a targeted sanction against one country. It is a blanket cut-off — allies included.
What is Macron's plan?
At the G7 meeting in Évian on Wednesday, Macron will sit down directly with Anthropic CEO Dario Amodei to discuss options.
He also plans bilateral talks with executives from Meta and OpenAI.
In plain terms = Macron's strategy bypasses the ban itself and goes straight to the people who build the models — "if the door is locked, talk to the owner."
What does "trusted partner" mean?
According to an unnamed diplomat, G7 talks will explore a "trusted partner" mechanism: vetted partners deemed no threat to national security could gain access to frontier AI.
Under this framework, national cybersecurity and cyber-defence agencies would review model deployments — a capability the EU does not yet have.
This means → Europe is not asking for an exception. It wants an institutional channel — but the institution does not exist yet.
Why is Europe so anxious?
German Chancellor Merz said Wednesday: "The potential of these new technologies should be open to all nations."
Europe is increasingly worried about its dependence on US tech firms and infrastructure; calls for sovereign AI capability are growing louder.
This reflects a raw nerve: technological sovereignty. Relying on someone else's model means they can pull the plug at any time.
Who is at the table?
Tech side: Anthropic's Dario Amodei, Mistral AI's Arthur Mensch, Google DeepMind's Demis Hassabis, Salesforce's Marc Benioff, plus Meta and OpenAI executives.
Political side: Macron is leading; Merz has publicly backed the push; other G7 leaders are in the room.
In plain terms = Europe has put the heads of the biggest AI companies and the highest-level political leaders at the same table — a sign of how urgent this has become.
