Huawei's investment arm Hubble Technology has taken stakes in 22 optoelectronics companies spanning substrate materials to optical modules — systematically locking down the optical supply chain for AI data centers. This means → Huawei is using equity to bind an entire photonics pipeline to itself.

01

Who is Hubble, and where does the money come from?

Hubble Technology was established by Huawei Investment Holdings in April 2019. Subscribed capital has grown to roughly RMB 9.48 billion (about US$1.42 billion).
Principal backers are Huawei Technologies and Huawei Device. Hubble has invested in over 100 companies to date, mostly in semiconductors.
Optoelectronics accounts for roughly one quarter of Hubble's portfolio. This means → optical communications is not a side bet but the second-largest investment theme after chips.
02

What do the 22 companies cover?

Five segments, end to end: upstream materials, light emission, light control & integration, reception & sensing, and optical components — from bare wafers to packaged optical-module sub-assemblies.
Light emission drew the densest cluster — 8 companies — with products spanning telecom laser chips, VCSELs (vertical-cavity surface-emitting lasers — compact lasers used for short-reach optical links), and ArF excimer sources for lithography.
In plain terms = the laser source is the "engine" of optical communications. Hubble's heaviest bet here signals that Huawei believes whoever controls the light source controls the chain.
03

Where is the materials bottleneck?

Hubble backed three materials firms: Yunnan Xinyao (indium-phosphide and gallium-arsenide substrates), Jinan Jingzheng Electronics (thin-film lithium-niobate wafers), and Wuhan Changjin Photon (rare-earth-doped specialty fibers).
Indium-phosphide substrates — a compound-semiconductor wafer essential to high-speed lasers and photodetectors — underpin optical-communications chips. Thin-film lithium niobate feeds high-speed optical modulators (devices that convert electrical signals into light).
This reflects Huawei's logic: chips can be designed, but if the materials that make those chips are cut off, the best design is worthless — so lock the supply chain at the very top.
04

Why is the investment focus shifting?

Early bets centered on smartphone imaging, optical sensing, and telecom. Recent investments tilt decisively toward AI-compute optical interconnects.
Key signal: Zhixin Optoelectronics' 2026 funding activity increasingly targets chip-to-chip optical interconnects (using light instead of copper to move data between chips). Yuanjie Semiconductor has extended from telecom into data-center continuous-wave laser sources.
This means → Hubble's investment thesis is pivoting from "protect the legacy telecom business" to "capture the AI race." Lasers are moving from the telecom network into the server rack.
05

What does the minority-stake model reveal?

Hubble typically holds 2%–7% of each company. Its initial 23.91% stake in Yunnan Xinyao had fallen to 6.23% by end-2024 as new investors entered.
In plain terms = Hubble is not seeking control. It trades a small equity check for a seat at the supply table — the goal is a sourcing relationship, not a board majority.
The timeline confirms this: 16 of the 22 investments landed in 2020–2022, the window right after Huawei was placed on the U.S. Entity List and access to key components was restricted.
06

Can this blueprint actually secure supply?

AI data-center demand for 1.6T and even 3.2T optical modules is climbing fast. Hubble portfolio company Mire Photonics already targets receiver-side chips for this generation.
But equity ≠ capacity: a minority stake locks in cooperation intent, yet whether these firms can actually prioritize Huawei when production is tight depends on their own manufacturing scale.
This reflects Huawei's central tension — supply-chain resilience built through financial investment must ultimately be redeemed by technology and capacity. Equity is the entry ticket, not the finish line.
