India Plans Polysilicon Production Incentive Scheme Covering Over 10GW Capacity

India is preparing a production-linked incentive scheme for domestic polysilicon manufacturing, targeting over 10 GW of capacity to push its solar supply chain upstream and reduce full dependence on Chinese imports.
What exactly is India planning?
India's Clean Energy Ministry said on August 7 it is preparing a production-linked incentive (PLI) scheme for polysilicon — the core raw material at the very top of the solar supply chain.
The scheme targets over 10 GW of capacity; the specific incentive amount has not been disclosed.
This means → India is extending manufacturing subsidies from finished modules all the way up to raw material, plugging the last gap in the chain.
How far has India's solar manufacturing come?
India has built over 200 GW of module capacity and over 32 GW of cell capacity, with another ~100 GW of cell capacity expected within a year.
It plans to reach at least 80 GW of ingot and wafer capacity by June 2028.
In plain terms = from modules to cells to wafers, India has been stacking layers upward — but the top layer, polysilicon, is still 100% imported, mostly from China.
Why is polysilicon the critical link?
Polysilicon is the most upstream raw material in the solar PV supply chain; global capacity is heavily concentrated in China.
India has already committed ₹240 billion (~US$2.52 billion) in PLI subsidies for modules and cells; the new scheme extends that further upstream.
This reflects a shift from "buy finished goods and assemble" to "build the entire chain domestically" — but whether India can deliver on polysilicon, the most capital- and technology-intensive link, remains the biggest uncertainty.
Does polysilicon investment carry value beyond solar?
Clean Energy Secretary Sarangi noted that polysilicon also has semiconductor applications; the economic payoff of new investment could extend well beyond solar manufacturing.
India's target is 500 GW of non-fossil-fuel generation capacity by 2030.
This means → localizing polysilicon is both an energy-security move and a potential foundation for India's semiconductor supply — but both paths demand heavy capital and mature process technology, and execution is the real test.
