Intel Licenses Atom Chip Technology to Startup

Intel has granted startup RosaicLabs access to the RTL source code of its Atom processor — an unprecedented move that breaks decades of secrecy around its x86 architecture. The startup's founding team has long-standing co-investment ties with Intel CEO Lip-Bu Tan.
What exactly did Intel hand over?
Intel gave RosaicLabs access to the register-transfer-level (RTL) code of its Atom processor. RTL code — the low-level blueprint that describes a chip's full circuit logic — is a chip's most closely guarded intellectual property.
This means → RosaicLabs received not a finished chip but the design itself, with the ability to build custom silicon on Intel's underlying architecture.
A senior chip-industry executive confirmed the deal gives the recipient full access to Intel's IP and the right to develop its own custom designs.
Why is this so unusual?
Intel had never broadly licensed its x86 architecture or Atom technology before. The architecture has been Intel's competitive moat for decades, kept strictly proprietary.
In plain terms = imagine Coca-Cola handing its recipe to a new company and letting it mix its own flavors. Intel has never done anything like this.
Atom technology is built for low power and low heat, targeting mobile and edge-computing devices. This means → RosaicLabs is most likely aiming at the edge-chip market, not data centers.
Who is behind this startup?
RosaicLabs was first registered in Delaware in May 2026. It has no public website, consistent with how early-stage chip startups typically operate.
CEO Amarjit Gill is a veteran venture capitalist and chip-industry executive. He previously helped Intel CEO Lip-Bu Tan assemble the founding team at Rivos — which Meta acquired last year, when Tan was Rivos's chairman.
Tan and Gill also co-invested in chip startup Nuvia at the seed stage; Nuvia was later acquired by Qualcomm. This reflects a pattern: RosaicLabs is no unknown entity — its core team has years of overlapping deals with Intel's top leadership.
What does the fundraising tell us?
According to Reuters's analysis of a July 24 revised Delaware filing, RosaicLabs may seek up to $10 million in seed funding.
Executives can approve capital expenditures of under $5 million without investor or board sign-off.
This means → the company is still at a very early stage, yet its founders secured unusually broad spending authority for a chip startup's seed round.
Will Intel open up x86 more broadly?
Whether this license signals a more systematic opening of x86 technology to expand Intel's business model remains an open question.
The move itself, however, has already broken a decades-old precedent. Intel declined to comment; Gill and Parikh did not respond to inquiries.
In plain terms = it is too early to say Intel is "open-sourcing" x86, but the door is now ajar — whether more licenses follow is worth watching closely.
