NTT Data Plans $9 Billion Data Center Expansion in Japan

Japan's largest data-center operator NTT Data plans to spend at least $9 billion over seven years to quadruple capacity to 1 gigawatt — but the grid may not keep up.
What does $9 billion build?
NTT Data aims to add roughly 750 megawatts by 2033, bringing total capacity to 1 gigawatt — about four times today's level.
This means → in power terms, enough to light a mid-sized city, all routed to servers.
The estimate assumes ¥2–2.5 billion per megawatt of construction cost and excludes Nvidia GPUs and other AI accelerators — the real bill will be higher.
Who is lining up for the capacity?
Amazon Web Services and Microsoft account for over 80% of NTT Data's Japan data-center revenue and are still actively seeking more.
At least one client is looking to lock in roughly 100 MW of AI inference — the computing stage where a trained model actually answers user queries — capacity.
In plain terms = supply is not chasing demand; capacity sells out the moment it comes online.
Why is competition in Japan so limited?
Yasuo Suzuki, NTT Data's former Asia-Pacific data-center head, put it bluntly: "Not many players are willing to build, so high demand meets limited supply."
This reflects a structural quirk — the barrier is not technology but power access and permitting, which keeps most would-be competitors out.
What is the real bottleneck?
Japan's chronic grid-capacity shortage is the core constraint. In Inzai, Chiba Prefecture, securing the necessary power approvals can take eight to ten years.
NTT Data relies on partnerships with utilities like TEPCO to secure supply; rival SoftBank is also seeking a stake in TEPCO to lock in power for its own expansion.
This means → money is not the bottleneck — electricity is. How much of the $9 billion actually gets deployed depends on how fast the grid expands.
How far along is the plan right now?
NTT Data plans to add 42 MW this year and will break ground on a 100 MW facility in Tochigi Prefecture next year.
Data-center spending this fiscal year (ending next March) is projected to rise roughly 33% to about $3.3 billion.
In plain terms = the long-term target is 750 MW, but only 142 MW is slated for the next two years — the pace is grid-limited, not budget-limited.
The world worries about overbuilding — is Japan the exception?
Global concerns about big-tech data-center overbuilding keep mounting, yet NTT Data says it has seen no sign of softening demand.
Japan is the world's fourth-largest economy; AI compute demand is expected to scale in step with GDP.
This reflects a striking contrast: the global question is "are we building too much?"; Japan's question remains "can we build fast enough?" — whether the grid bottleneck clears within seven years is the key variable for this investment to land on schedule.
