The dollar fell over 2% on two rounds of intervention, yet the renminbi gained less than 1% — the PBoC is actively capping appreciation, signaling limited FX movement in the months ahead.

The dollar dropped — why didn't the renminbi rally harder?

Since late July the dollar index has fallen over 2%, driven by a joint US-Japan intervention to support the yen and the US Treasury's expanded long-bond buyback programme.
Over the same period the renminbi gained less than 1% against the dollar — far smaller than the greenback's decline.
This means → the renminbi did not ride the "weak dollar" wave naturally. Someone was applying the brakes.

What is the PBoC doing?

According to Gavekal Dragonomics — an independent macro research firm — the PBoC did not use the dollar weakness to push the renminbi higher. It actively resisted appreciation pressure instead.
On a trade-weighted basis (in plain terms = measuring the renminbi against a basket of trading-partner currencies, not just the dollar), the currency actually depreciated slightly.
This reflects a clear PBoC stance: no fast appreciation — keep the renminbi steady or even a touch weaker.

What signal does the fixing send?

On August 28 the PBoC set the daily fixing — the official reference rate published each morning — at 6.7840 per dollar, slightly weaker than the previous day's 6.7829.
The offshore renminbi traded at 6.721 at midday, notably stronger than the fix.
This means → the market wants the renminbi stronger, but the central bank's "anchor" leans weak. A fixing persistently weaker than the offshore rate is direct evidence the PBoC is managing the pace of appreciation.

What does this mean for markets?

Gavekal Dragonomics China economist He Wei concludes that the PBoC's response confirms a shift to a more cautious FX stance in 2026.
Put simply = don't bet on a sharp renminbi rally. The central bank wants "stable," not "fast up."
For investors holding renminbi-denominated assets, upside FX surprise is limited. The most likely path is narrow-range trading over the coming months.
