Pentagon Opens Military Bases for AI Data Center Construction

The U.S. Department of Defense is offering idle land on more than a dozen military bases to commercial developers in exchange for AI computing power; the first two projects total roughly $4 billion, marking the military's first direct swap of real estate for AI infrastructure.
What exactly is the "land-for-compute" deal?
The Pentagon hands over unused acreage on military bases to commercial builders of hyperscale data centers; in return, it gets access to AI computing resources.
Two projects have entered exclusive negotiations: Carlyle won roughly 1,384 acres at Fort Bliss, Texas; CyrusOne — jointly owned by KKR and BlackRock funds — won roughly 1,201 acres at Dugway Proving Ground, Utah.
Each project is estimated at about $2 billion. This means → the Pentagon leverages idle land into nearly $4 billion of private investment without tapping procurement budgets.
Who is driving this, and under what authority?
The projects run under a Trump administration executive order requiring federal agencies to open non-excess federal land to data-center developers, using the Army's Enhanced Use Lease program.
The U.S. Army Corps of Engineers handles lease negotiations and environmental review. Army Secretary Dan Driscoll called AI "a strategic asset for the Army."
He added that Fort Bliss will host "the Pentagon's first-ever hyperscale data center." In plain terms = the military is not building its own facility — it leases the land to commercial giants and rides along for the compute.
How big is the pipeline — which bases are next?
Beyond the two awarded sites, the Army is evaluating Fort Hood, Texas, and Fort Bragg, North Carolina.
The Air Force has issued solicitations for five bases across Tennessee, California, New Jersey, Arizona, and Georgia; it recently added three more in Alaska.
This means → counting awarded and prospective sites, at least a dozen bases spanning the Army and Air Force are in play. This reflects a systematic federal land opening, not a one-off pilot.
Could community opposition stall the projects?
Proximity to residential areas is already contentious: candidate parcels at Fort Hood sit less than half a mile from homes; several at Fort Bragg are similarly under half a mile from civilian housing.
In the commercial sector, data-center siting has triggered fierce pushback — roughly $156 billion in U.S. projects have been delayed or canceled due to local opposition. A Virginia state-funded study found monthly residential electricity bills could rise $14 to $37 by 2040.
In plain terms = commercial data centers are already unwelcome in many communities; military sites this close to neighborhoods may face even harder resistance.
Why does the military say it can do better than commercial builders?
Army officials stress that the military's relationship with surrounding communities differs from that of a private developer. Col. John Oliver, an executive officer on the project, said: "We are part of these communities and communicate with them regularly."
The military has imposed two requirements that do not apply to commercial construction: net-zero water consumption and a power plan that does not draw from the local grid. Bidders must also submit community-engagement plans and risk assessments.
