A separate KRW 42.5 trillion was disclosed for the Honam region, roughly KRW 40 trillion of which targets semiconductors, including two proposed Gwangju fabs.
SK Hynix has laid out a KRW 110 trillion long-term plan: KRW 60 trillion for Yongin, KRW 10 trillion for Cheongju, and KRW 40 trillion for a new southwest cluster — each to be phased according to demand and market conditions.

Its southwest cluster faces the same constraints — power, water, labor, government negotiations — and final site, scale, and timeline must clear multiple approval stages.
This reflects a broader reality: the true bottleneck in Korea's semiconductor expansion is not capital but the physical carrying capacity at any given time — workers, equipment, electricity, and water all have hard ceilings.
