South Korea and SK hynix have launched a ₩2 trillion loan-guarantee programme to help small and mid-sized chip-material and equipment suppliers secure financing — the largest single-industry export-supply-chain support package Korea has ever assembled.

01

Where does the money come from — and who qualifies?

SK hynix and four banks — KB Kookmin, Shinhan, Woori, Hana — put up ₩100 billion in capital. K-SURE (Korea Trade Insurance Corporation, the state export-credit insurer) backstops up to ₩2 trillion in guarantees.
Suppliers recommended by SK hynix in materials, parts, and equipment (MPE) get three perks: higher loan ceilings, interest rates cut by up to 2.5 percentage points, and guarantee terms stretched from one year to three.
This means → suppliers borrow more, pay less, and get longer to repay — for cash-strapped small firms, all three together make the real difference.
02

Why now?

High global interest rates and a slowing economy have squeezed funding channels for small MPE suppliers. Some already face loan rollovers they cannot close.
Korea previously extended ₩2.4 trillion in guarantees to autos, shipbuilding, and steel — but chips, the country's top export, had no equivalent programme until now.
This reflects a shift: Seoul is treating chip-supply-chain resilience as national export infrastructure, not just a corporate concern.
03

Does the government plan to go further?

Trade Minister Kim Jeong-gwan stated explicitly that chip-sector financial support will expand beyond ₩5 trillion, with parallel increases in R&D funding, capital investment, and workforce training.
The same guarantee model will be extended to defence, nuclear energy, and biotech. The target: roughly ₩10 trillion in total support by year-end.
In plain terms = the chip guarantee is the opening move. Korea is using one playbook to underwrite every sector it considers too important to lose.
04

What problem does "Trinity Fab" solve?

Trinity Fab is a mass-production-linked pilot line built inside the first wafer fab at the Yongin semiconductor cluster, jointly funded by central government, local government, and SK hynix at ₩870 billion.
The pain point it addresses: small suppliers develop new products but have no real-world production environment to test them — so technology stays in the lab and never reaches commercialisation.
This means → Trinity Fab lets suppliers validate feasibility before full-scale production — a dress rehearsal before the real performance.
05

What role does SK hynix play in all of this?

CEO Kwak Noh-jung put it bluntly: a strong MPE ecosystem is the foundation of Korea's global chip competitiveness. SK hynix cannot stay advanced alone.
The company plays a dual role — recommending suppliers into the guarantee channel, and providing a "one-stop technology validation environment" through Trinity Fab.
SK hynix is also expanding its co-prosperity programme, offering staged support matched to each supplier's growth phase — from start-up to maturity.
