Tesla's Robotaxi operates in just seven U.S. cities with no expansion timeline, and France is blocking FSD approval across the EU — even as paid FSD users hit 1.48 million. The autonomy story faces a three-front stress test that could force a valuation re-rating.
Why did Musk suddenly turn cautious?
Musk promised in mid-2025 that Robotaxi would reach roughly half the U.S. population by year-end. As of Q2 2026, it runs in only seven metro areas, each with locally defined service zones.
He conceded for the first time that any serious accident could push regulators to tighten operating restrictions. This means → expansion speed is no longer gated by technology but by a "zero-accident" bar that is nearly impossible to guarantee.
Cybercab — the purpose-built robotaxi with no steering wheel or pedals — is in production at the Texas Gigafactory but still in testing, with no timeline for joining the commercial fleet.
Why did a competitor get the federal green light first?
Amazon's Zoox secured the first-ever U.S. federal permit to charge passengers for rides in a purpose-built robotaxi — no steering wheel, no pedals.
NHTSA granted Zoox a temporary exemption: up to 2,500 vehicles per year for two years, with heavy safety-reporting obligations.
In plain terms = Zoox proved the federal door is not locked — but the key went to whoever met the safety bar first. Tesla has not yet earned that key.
1.48 million paid users — is FSD actually making money?
Global paid FSD users reached 1.48 million in Q2 2026, up 56% year-on-year. Net additions of roughly 200,000 set a record for any single quarter.
About 45% of users pay the $99/month subscription; roughly 55% of new North American deliveries activate FSD at the point of sale.
Critical caveat: FSD Supervised remains a Level 2 driver-assistance system. The driver must stay attentive and ready to take over at all times. In plain terms = it is a very smart co-pilot, but a human must still sit behind the wheel.
Why is France blocking Tesla's path into Europe?
French Transport Minister Philippe Tabarot stated explicitly that France does not support the current version of FSD Supervised for EU-wide approval, citing "unresolved safety concerns."
France raised two core objections: ① FSD adapts speed to surrounding traffic flow and may exceed the speed limit without an explicit driver command; ② at roundabouts and complex urban junctions, Tesla's driver-monitoring safeguards are deemed insufficient, potentially violating UN Regulation No. 171 — the rule governing driver control over assistance systems.
This reflects a deeper European regulatory logic: an assistance system must not make decisions for the driver — even if those decisions are technically safer.
Do Tesla's existing European permits still count?
The Dutch vehicle authority RDW granted Tesla a temporary national permit after extended testing. Belgium, Denmark, Estonia, and Lithuania followed with their own national exemptions.
But these are all country-level waivers, not EU-wide market access. This means → France's opposition directly blocks the path from "a handful of national permits" to "pan-European approval."
Sweden has also voiced reservations — the opposing camp is growing, and Tesla's strategy of leveraging a few friendly countries to unlock the whole bloc may be failing.
