Why did Rubio single out Lula personally?
Rubio said the tariff was triggered by the Lula government's "failure to negotiate in good faith" with the US.
He went further, calling Lula's economic policies "harmful to Americans and Brazilians alike" and accusing him of "putting personal ego above the welfare of the Brazilian people."

Which goods are exempt?
Bloomberg, citing a senior US official, reported that coffee, beef, and some ethanol products will be excluded from the new tariff.

Everything else — Brazilian industrial goods and other agricultural products — faces a 25% surcharge.
Why does the timing matter?
Brazil holds a presidential election in October; Lula is expected to face right-wing senator Flávio Bolsonaro.
