Samsung HBM Onyang Packaging Plant Breaks Ground in October, Mass Production by 2029

Samsung Electronics will break ground in October 2026 on a new HBM packaging facility in Onyang, South Korea, investing roughly ₩1.3 trillion with mass production targeted for May 2029 — the first construction milestone in Samsung's campaign to close the HBM gap with SK hynix.
How big is this new facility?
The new cleanroom spans roughly 31,000 square meters — about four football fields.
Once complete, the Onyang campus grows from 270,000 to 420,000 square meters, an increase of more than half.
This means → Samsung is converting Onyang from a conventional back-end packaging site into an advanced packaging hub built around HBM — high-bandwidth memory, the ultra-fast memory that feeds AI chips.
₩1.3 trillion — where does it fit in Samsung's bigger plan?
The ₩1.3 trillion breaking ground in October is only the first phase. On July 2 Samsung announced a combined ₩56 trillion for HBM facilities across Onyang and Cheonan, with roughly ₩46 trillion earmarked for Onyang.
The full plan calls for five HBM production lines at Onyang plus equipment upgrades at Cheonan.
In plain terms = ₩1.3 trillion is the down payment; tens of trillions more are queued behind it. Samsung is treating HBM as an all-in bet.
Why is the local government moving this fast?
Asan city compressed the standard 10-to-12-month permitting process to under three months; the disaster-impact review shrank from 45 days to 7, and road-occupation permits from 5 days to 1.
Post-launch, the project is expected to create roughly 700 direct jobs; during construction, daily labor runs about 3,400 workers, driving an estimated ₩2.6 trillion in regional economic activity.
This reflects a local government treating the project as its economic cornerstone — fast-tracking approvals is itself a policy bet.
What does this mean for South Korea's industrial map?
The Onyang and Cheonan investments sit inside a broader ₩140 trillion regional industrial plan for Korea's Chungcheong area, covering Samsung Display OLED expansion, Samsung SDI next-generation batteries, and Samsung Electro-Mechanics AI-server packaging substrates.
This groundbreaking is the first of Korea's three national "super projects" to enter the construction phase.
This means → whether Onyang hits its May 2029 mass-production target is not just Samsung's problem — it will be the first scorecard for South Korea's entire semiconductor-capacity catch-up plan.
