ECB Opposes Mandatory Bank Deposit Reserve Requirements for Stablecoins

What does the current rule require?
Under MiCA — the EU's unified crypto-asset regulation that took effect last year — major stablecoin issuers must hold 60% of their reserves as bank deposits.
In plain terms = if you issue a token pegged to the euro or dollar, six out of every ten euros backing it must sit in a bank account, not in government bonds or money-market funds.
The intent was to ensure reserves stay readily redeemable, but the ESCB argues the rule creates a new risk.
Why does the ESCB object?
Core concern: a stablecoin run would trigger rapid, large-scale withdrawals from banks → bank deposit stability falls rather than rises.
This means → a rule designed to make reserves safer actually imports stablecoin-market volatility into the banking system.
In plain terms = forcing all the eggs into the bank basket makes the basket itself less stable.
What alternative does the ESCB propose?
The ESCB recommends replacing the bank-deposit ratio with a liquidity-maturity standard: require a minimum share of reserves to be held in assets maturing within one to five business days.
This means → the regulatory focus shifts from "where the money sits" to "how fast it can be liquidated" — as long as assets are short-term and liquid enough, they need not be bank deposits.
This reflects a preference for actual liquidity over the form in which reserves are held.
