EU Tesla FSD Region-Wide Vote Postponed to December

The EU has postponed a union-wide authorization vote on Tesla's Full Self-Driving system, originally set for October 6, to December at the earliest. This means Tesla's plan to use FSD as a sales lever in Europe is delayed again — and whether enough member states will back it remains an open question.
Why was the vote postponed?
The October 6 agenda for the Technical Committee on Motor Vehicles (TCMV) lists the Netherlands' FSD authorization request only as "continued discussion", with just 25 minutes allocated and no vote scheduled.
The next TCMV meeting is set for December — the earliest possible decision point on the current calendar.
Tesla posted on X on September 1 that a union-wide vote was expected on October 6; the actual agenda does not match that expectation.
How far has FSD gotten in Europe?
The Netherlands' Road Transport Agency (RDW) approved FSD in April; Belgium and several other member states followed.
RDW simultaneously proposed extending the software across the entire EU. This means → only a handful of countries have individually cleared FSD so far; union-wide use still requires a single collective vote.

Tesla views FSD approval as a key lever to boost European sales, where it faces growing competition from Chinese EV makers.
